What arrives, and what to read first.
The association package usually holds the declaration and bylaws, the rules, the budget, the most recent financial statements, the reserve study if one exists, the minutes, and the insurance certificate. Read the money first: the budget against the actual statements, the reserve balance against what the buildings will need, and any assessment voted or discussed in the minutes. Then read the rules for rental and use. Then read the insurance certificate for what the master policy covers and what your own policy must.

The deadline that makes the reading matter.
The Colorado Contract to Buy and Sell carries an association documents deadline and an objection right for the buyer (PROBABLE, the current Commission form at the Division of Real Estate). In Colorado the broker completes the form (Conway-Bogue Realty v. Denver Bar Association, 1957, VERIFIED), so the date is set by the broker you chose, and it should be set with the package delivery in mind. A package that arrives late shortens the read; a broker who tracks the delivery date writes for that.

A thin reserve is not automatically a reason to leave. It is a cost to size: the roof or the elevator the reserve cannot cover becomes an assessment someone pays, and the tracker turns that into a figure on the file. A pending assessment already voted is simpler; it is a line on the net sheet.
